Permit Ready ADUs (BRS-PRADU) are free standard plans available to the public, though submission, construction, and site-specific details will incur costs. To learn more, review the Permit Ready ADU Checklist for program requirements and ensure your submittal package is complete.

    Permit Ready ADUs (Checklist)

    The Permit Ready ADU Checklist has been developed to assist you in preparing your Building Permit application.  The Permit Ready ADU Checklist includes the application, indemnification form, an overview of fees, and step-by-step submission instructions.

    STEP 1: DETERMINE ELIGIBILITY

    To utilize the pre-approved ADU Plans, your property must meet the following requirements:

    • Project site is zoned single-family residential (R-1, R-2, R-2A, R-A, R-R, R-A, R-1A, R-3, R-3A, R-4, R-6, R-7, R-D, A-1, A-2, A-P, W-2, W-2-M, N-A) and is developed or is proposed to be developed with a single-family dwelling unit
    • Project site is not located in a Flood Hazard Area. If located within a Floodplain, standard ADU plans must be pre-approved by County of Riverside Flood Control. https://rcflood.org/ or call 951- 955-1200. 

    • Project site is not located within an Environmental Constraint Area pursuant to the recorded map or approved ERP/HANS exhibit.     STEP 2: SELECT A PLAN

    The construction plans below are available for residents to use when applying for County of  Riverside permits. A complete set of plans is required for submission.

    Plans are available in a PDF format. 

    STEP 3: COMPLETE SITE PLAN AND COVER SHEET FOR ADU PLANS

    Visit Map My County to locate your property and save the image as a PDF. Using a PDF editor or image editing software, mark the proposed location of the ADU.

    Please note, this is not the final site plan. The preliminary site plan is meant to provide County staff with the information needed to assess the requirements for your project’s approval. Please review a Sample of a Site Plan: (Site Plan Sample)

    Download the plan set for your chosen ADU and fill out the necessary information on the provided cover sheet. Ensure all highlighted fields are completed accurately. (ADU cover sheet)

    STEP 4: COMPLETE THE HOLD HARMLESS AGREEMENT & PERMIT READY CLEARANCE FORM

    STEP 5: SUBMIT THE ADU PERMIT APPLICATION ONLINE

    Visit our PLUS Online portal to apply for a building permit You will be asked to create an account with a username and password. Be sure to review the instructional videos on the Portal homepage for more information on how to submit through the Portal.

    **Please upload the required ADU plans, including the completed cover sheet and preliminary site plan from Step 3, as well as the Hold Harmless Agreement Form from Step 4.**

    STEP 6: FINAL APPROVAL AND PERMIT ISSUANCE

    Your application will undergo a comprehensive review by each department to assess any additional requirements or conditions necessary for permit approval. Once the review is complete, you will receive an email notification. Please log in to the permit portal to download the Progress report.

    The applicant is responsible for meeting all the conditions outlined in the Progress report. Please be aware that this may involve additional steps, including meetings with a department representative.

    Once all conditions are fulfilled and all fees have been paid, the building permit will be issued. At that point, the applicant will be able to download the approved plans and proceed with the construction.
