BRS/BAR permits - Order of inspections

1st Inspection:

  • Ground Plumbing,
  • Sewer,
  • Water, (sewer and water can be deferred)

2nd Inspection:

  • Setbacks Footings and forms
  • Steel and hardware
  • Ground electrode 
  • Conduit
  • Slab grade (One Pour)

3rd Inspection:

  • Slab Grade (2 Pour)

4th  Inspection:

  • Shear
  • Roof Deck
  • Aging in place for structural backing and door opening

5th Inspection:

  • Combo: This will include, electrical, plumbing, and mechanical {Fire approval required prior to this)
  • Aging in place for electrical

6th Inspection:

  • Insulation:

7th Inspection:

  • Drywall/Lath

8th Inspection:

  • Gas Test/Attic ventilation, (cabinets must be installed)

9th Inspection: Prefinal, this is a Mandatory inspection, (This is temporary use of permanent power.) All Mitigation fees must be paid prior to this inspection. (Lock and Tag is required)

  • Early electrical release document must be provided to field inspector at this inspection.

10th Inspection: Electrical meter must be installed at this point. 

  • Final: Smoke Detectors, solar and final, Electrical release information-release solar, Hers and Pex flush test. 
  • QII Report is due at this inspection ( See Energy package for this requirement) 

PEX/CPVC Instructions:

All subdivisions and new single-family dwellings and any new construction that is intending to use PEX or CPVC must provide written certification from the appropriate plumbing subcontractor stating that he or she will comply with flushing procedures set forth in sec 604 of the current CPC. Please read sec 604 in its entirety. This should have been identified prior to permit issuance, if it hasn't, we will still enforce this. Tracts and new custom and/or remodels will be required to provide this certification at final inspection.

The certification must identify: Lot #

Permit# Address

Contractor's name

Contractor's license # which will be verified from the CSLB

Procedure

Sec 604.1.2----New construction, system should be flushed twice over a period of at least one week. Fill the system and flush it for at least ten minutes, refill the system and let stand for no less than one week, after one week flush long enough to empty the volume.

The developer/contractor will be responsible for making sure that the flush tag is installed on each fixture at final inspection and that a valid contractor with an approved contractor license fills out the tag according to sec.604.1.2 (1) (a) (Please make copies and provide the documents to the inspector at final inspection) this tag can only be removed after the second flushing by the building occupant or owner.

                                                                            INSPECTIONS FOR SFR: BAR and BRS permits AKA Custom Homes

  INSPECTIONS:

  1.  GROUND PLUMBING / SEWER:

Have approved plans on site, make sure DWV is fill with a 10’ head of water, plumbing pipes must be installed on a firm bed with no voids under the pipe and the pipe must be shaded with a material that contains no rocks or irregular soil that holds anything that may rupture the pipe when backfilled, Shading must be half way up the pipe and all joints are to be exposed. (PLUMBING PIPES ARE NOT ALLOWED TO PENETRATE SHEAR WALLS)

  1. WATER SERVICE:

Must be installed per current code, min 12” of cover, 12” horizontal and vertical separation above or next to sewer. Test shall be supply pressure or a 50 p.s.i. air test, (plastic pipe is not allowed to be air tested) PEX is ok for air test. Minimum 14 g tracer wire is to be installed in the trench and terminate above ground; tracer wire must be suitable for direct burial.

  1. FOUNDATION:

have approved plans for this inspection. This will include, setbacks footings and forms, steel and hardware, conduit, ufer or ground electrode, and possibly slab grade if single pour. ALL hold downs must be in place and all anchor bolts that are less than 6’ o/c must be in place. No stab bolts if less than 6’ o/c.

  1.   SHEAR AND ROOF DECK: POST TENSION AND TITEN IN SHEAR WALL DEPUTY REPORTS REQUIRED

Approved plans and approved truss calcs must be on site, THE BUILDING MUST BE CLEANED AND READY FOR INSPECTION. ALL TEMPORARY BRACING MUST BE REMOVED. Aging in place backing and framing must be complete. All anchor bolts and hold-downs must be retightened, all shear panel must be installed per plan, all structural straps and shear transfer hardware must be in place and nailed off per plan, all structural beams, headers, framing members must be in place and installed per plan. Roof trusses must be installed and braced per plan; all trusses are to have the manufacturer identification mark on the trusses. All roof boundary and perimeter nailing must be completed, drag straps are to be marked on the roof, all ridge straps must be installed prior to allowing you to cover and load. All roof to top plate connections must be made, all wall to foundation connections must be completed. PARTIAL INSPECTIONS FOR ROOF DECK ARE NOT ALLOWED. OTHER TRADES IN THE BUILDING DURING INSPECTION, WILL BE UP TO THE FIELD INSPECTOR TO DETERMINE IF IT IS SAFE TO WALK.

If you have compromised a shear wall for notching and boring than a RFI from the engineer of record must be provided to the field inspector at the time of inspection.

  1. COMBO:

Approved plans must be on site, STRAIGHT EDGING MUST BE COMPLETED, THE BUILDING MUST BE CLEANED AND READY FOR INSPECTION.

  1.Roof deck and shear must be signed off

2. Fire must be signed off prior to this inspection.

3. Bldg. must be wrapped; all exterior lath or siding must be installed. 

4. Roof must be loaded.

5. DWV must be filled to the roof and all showers and tubs are to be filled, all rough plumbing is to be pressurized, including hot and cold water and gas system, all hot water is to be insulated. (Joints must be taped with an approved UL tape.)

Gas must remain under pressure until gas test.

Continued:

6. All windows must be in place and have their U-factor/SHGC stickers attached.

7. All electrical is to be made up and secured in place, grounding and bonding to gas and water   needs to be completed. Aging in place electrical completed.

              8. All HVAC equipment and duct work, condensate must be installed per location on plans.

              9. All appliance vents need to be in place and dams built around “B” vents entering the attic.

10. All draft stopping and fire blocking in concealed spaces must be completed, all penetrations in the top plate must be sealed with an approved fire foam (poly seal).

11. Rat proofing at exterior wall sill plates is required.

12. All safety plates for electrical, plumbing, and mechanical must be in place.

13. All anchor bolts, hold downs need to be re-tightened and all shear transfers need completed from shear and roof deck inspection.

14. Baffles need to be in place where attic ventilation exists at eaves.

15. Provide attic access in California framed areas which leave an attic space of greater than 30” of head clearance.

16. All structural straps must be in place for notching and boring, interior/exterior bearing walls will require structural modifications if you have notched or bored more than 40% of the stud width, 60% for interior nonbearing walls.

17. All these items need to be completed for us to allow them to insulate, if the inspection has not been canceled by 2pm the day before and they are not ready, we will walk the combo and leave a correction. This way we can keep our appointments for the people who are ready.

  1.   INSULATION:

 The building needs to be cleaned and swept and ready for inspection.

   At this point the building should be ready to close up, install all insulation per the approved plan, correct any deficiencies’ left from the COMBO inspection, seal the rest of the building with an approved material, sealing should be completed in the following areas, all top plate penetration’s, seal all exterior walls at the top and sill plate, seal around all door and window jambs, seal all king studs from top to bottom plate and anywhere else that air might be able to enter the building. Install insulation in all exterior wall stud bay walls and in the ceiling around attic access and other areas that would be un accessible after the drywall is installed. If you are using batted insulation for the ceiling, then this will need to be in place at insulation inspection. If you are using blown insulation, this will need to be in place at utility release inspection. Gas still maintaining pressure.

  1. DRYWALL AND EXTERIOR LATH:

The building needs to be cleaned and swept and ready for inspection.

            All DRYWALL will need to be installed at this inspection. Screw and nails must be of the proper    

           length and type for each application and must be spaced per code, certain areas may require longer           

           fasteners if there are structural panels or plywood located behind the drywall, make sure these    

fasteners can penetrate the framing member a minimum of 5/8”. All drywall sizes must be per         plan and per code.

Gas still maintaining pressure.

EXTERIOR LATH: This material should have already been installed for the COMBO inspection, you will need to install the corner aide and make sure all your materials meet minimum code requirements. 2 layers of 15# felt is required over plywood or shear wall locations, fasteners need to meet requirements for outdoor use and if using staples, you must penetrate framing member a min of 3/4” (Corrosion resistant). Lath must be installed to meet size and 4” horizontal and 6” vertical overlap requirements. Interior lath may be needed, schedule with exterior lath.

  1. Building Gas Test: This needs to be completed after drywall and lath have been approved and have installed all your cabinets. The test shall be a minimum of 10 p.s.i. for 15 minutes. The test gauge can be no larger than twice the size of the test.
  2. PRE-FINAL: (MANDATROY INSPECTION) (this is temporary use of permanent power and is good for 180 days,) piggy backs and temporary power poles must be removed. Inspections required: Grounding and bonding, Service panel, blown insulation and attic ventilation, water heater, heating and air, mechanical vent, electrical utility release. All electrical must be completed at this inspection. A lock and tag kit must be installed at the main disconnect. The electrical contractor will be responsible for the monitoring of this lock and is the only one who may remove it during testing and at the final inspection after approval has been authorized. Please have a ladder, we will be looking in the attic. Temporary power sticker will be placed in main panel. All Mitigation fees must be paid (DIF, TUMF, MSHCP, Etc.) 
  3. FINAL INSPECTION: Electrical meter must be installed for this inspection. (QII report is due now) Check energy package and consult HERS rater for this item.  

Schedule Final, smoke detectors, 

Solar, (Solar plans must be on site)

Please have a ladder, we will be looking in the attic.

Have approved solar plans on site and provide the following:

Expose all rough electrical for solar components.

HERS test, signed by HERS rater and contractor.

PEX flush test cert

(Must be signed by a licensed contractor with his name and contractor’s license #).

QII report, signed by qualified person completing test if not provided at insulation inspection.

Future EV raceway and electrical box must be in place. 

(May require separate permit if not on approved plans) 

A revision will be acceptable if not on plans and is installed. Must be revised prior to final.

Upon approval of this inspection Gas and Solar will be released.

TEMPORARY POWER IS AVAILABLE USING A PIGGYBACK OR A TEMPORARY POWER POLE. Call dispatch for this release.
