EARLY COMMERCIAL POWER RELEASE PROCEDURE

Two permits are required for this:

  • An active BNR permit
  • A commercial BEL house meter panel permit for the BNR, this is a metered panel that feeds off the main switch gear.

Step 1: Make sure switch gear is installed 100% and you have verified all torque requirements, including an onsite torque test and a torque cert stating all lugs have been torqued per manufacturer requirements signed by the electrical contractor.

Step 2:  Make sure house meter panel is 100% complete, all circuits must be terminated and if any permits are attached to this panel, then they must be finalized. No open conductors. This panel usually provides power to parking lot lighting, irrigation, and security.

Step 3: Inspections required to complete this request

BEL permit is a final inspection, ground electrode, rough electric, grounding and bonding, service panel inspections must be approved to release power

Step 4: Lock and Tag agreement must be provided. This agreement allows the electrical contractor to test circuits that are required to satisfy other department requirements, this agreement must be at the site at the time of inspection, or it is a failed inspection.

Step 5: a UL lock must be installed at the switch gear that feeds all other circuits that are not attached to the house meter panel, this lock cannot be removed until there is a final inspection and there must be an occupant identified on the permit or the lock remains until there is a legitimate occupant. The electrical contractor may remove the lock for testing only, but he must replace it at the end of the test, and he must keep a log of his work.

BNR Early Release with BEL house meter panel permit

Steps:

- Obtain commercial BEL permit for house meter panel
- Pay all prior to final fees under the BNR

              BTI Early power release Lock and Tag for testing

    Steps: ONLY IF THE BNR IS FINAL

  • All prior to final fees (if any) must be paid prior to allowing this inspection
  • All prior to final department clearances and/or conditions that do not need power must be cleared.
  • A pre final inspection must be approved.
  • Schedule a utility release inspection, electric (gas only if needed will be released)
  • Lock and Tag agreement must be provided to the field inspector.
  • Locks to remainder of building can only be removed at final inspection (By the electrical contractor on record).
